Topic: Admission of Palestine as a Full Member to Foster Inclusive Diplomacy and Equitable Representation

The General Assembly,
Recalling its previous resolutions on the question of Palestine, particularly Resolution 67/19, which accords Palestine non-member observer State status in the United Nations,
Recognizing the inalienable rights of the Palestinian people to self-determination, national independence, sovereignty, and the right to live in dignity,
Expressing Grave Concern over the ongoing violations of humanitarian rights faced by the Palestinian people, including but not limited to forced evictions, excessive use of force, and restrictions on movement,
Stressing the importance of upholding international humanitarian and human rights law, particularly the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War,
Acknowledging the role of international organizations and civil society in addressing humanitarian issues and promoting human rights,
1. Calls for the immediate cessation of all forms of violence and human rights violations against the Palestinian people;
2. Urges Member States to take collective and individual actions to ensure the protection of Palestinian civilians in accordance with international humanitarian law;
3. Proposes the establishment of an International Humanitarian Monitoring Body (IHMB) to be deployed in Palestinian territories, tasked with:
- Monitoring and reporting on human rights violations,
- Providing humanitarian assistance to affected individuals,
- Facilitating access to justice for victims of human rights abuses;
4. Recommends the adoption of the following laws and regulations for the protection of Palestinian people:
- Anti-Discrimination Law: Prohibits discrimination based on nationality, ethnicity, religion, or gender in all aspects of public life,
- Right to Return Law: Ensures the right of Palestinian refugees to return to their homes and properties,
- Freedom of Movement Law: Guarantees the unrestricted movement of Palestinian people within and outside the Palestinian territories,
- Protection of Property Law: Safeguards the property rights of Palestinians, prohibiting illegal confiscations and demolitions,
- Access to Essential Services Law: Ensures uninterrupted access to essential services such as healthcare, education, and water;
5. Calls upon the international community to provide necessary financial and technical support for the implementation of these laws and regulations;
6. Encourages the immediate resumption of peace talks aimed at achieving a comprehensive and lasting solution to the Israeli-Palestinian conflict, with the objective of establishing two states living side by side in peace and security;
7. Requests the Secretary-General to report on the implementation of this resolution and the situation on the ground within six months and to make recommendations on further actions to ensure the protection of Palestinian humanitarian rights;
8. Decides to remain seized of the matter until a just, lasting, and comprehensive solution is achieved.
